SAEED (which stands for Smart Accident Evaluation and Electronic Documentation) is the emirate's electronic accident reporting platform. When your vehicle is damaged by flooding, you file through SAEED because there is no other driver involved, making it an "unknown" accident from the police perspective.

Cost

The SAEED Unknown Accident Report costs AED 400. This is significantly more expensive than Dubai's AED 95 certificate, but it is the only option for vehicles damaged in Abu Dhabi emirate. The fee is non-refundable, and you will need to pay it online during the application process. If you need a printed copy through TAMM service centres, there is an additional AED 50 printing fee.

Step-by-Step Guide Through SAEED

Follow these 11 steps to file your report:

  • Step 1: Visit the SAEED website at saeed.adpolice.gov.ae or open the SAEED app on your smartphone. Both provide the same functionality.
  • Step 2: Log in using your UAE Pass credentials. Your identity will be verified automatically.
  • Step 3: Select "Report an Accident" from the main menu, then choose "Unknown Accident" as the report type.
  • Step 4: Select the cause of damage. Choose "Natural Causes" or "Weather/Flood" from the dropdown menu.
  • Step 5: Enter your vehicle details. The system will pull your registered vehicles automatically based on your Emirates ID. Select the affected vehicle from the list.
  • Step 6: Confirm the vehicle information displayed (make, model, year, chassis number, plate details). If anything is incorrect, you will need to update your vehicle registration with the relevant transport authority first.
  • Step 7: Enter the incident details: date of the flood, approximate time, and the specific location. Use the map feature to pin the exact location where the vehicle was parked or stranded.
  • Step 8: Upload clear photos of the damage. SAEED requires photos showing all four sides of the vehicle plus close-up shots of specific damage areas. The more detailed your photos, the faster the processing.
  • Step 9: Provide a written description of the incident. State the facts simply: "My vehicle was parked at [location] and was flooded during the rain event on [date]. Water reached [level] on the vehicle."
  • Step 10: Review all entered information carefully. Unlike some other government services, corrections after submission require a fresh application and another AED 400 fee.
  • Step 11: Pay the AED 400 fee using your credit or debit card and submit the report.

Processing Time

Standard processing time for a SAEED Unknown Accident Report is 2 to 3 business days. During major flood events, this can extend to 5 to 7 business days due to the volume of applications. Getting a Printed Copy via TAMM

If you need a physical printed copy of your report (some insurers and garages still request hard copies), you can obtain one through any TAMM service centre across Abu Dhabi emirate. The printing fee is AED 50 on top of the AED 400 application fee. Bring your Emirates ID to the TAMM centre and provide your SAEED report reference number. The printed certificate is usually available within 30 minutes.

Coverage Area

The SAEED system covers all areas under Abu Dhabi Police jurisdiction. This includes:

  • Abu Dhabi City and its surrounding suburbs
  • Al Ain and the eastern region
  • Western Region (Al Dhafra) including Ruwais, Madinat Zayed, Liwa, and Ghayathi
  • Yas Island, Saadiyat Island, and Reem Island

If your vehicle was damaged in a border area between Abu Dhabi and another emirate, file in the emirate where the vehicle was physically located when the flooding occurred.

  • Blurry photos: SAEED may reject applications with unclear or insufficient photos. Take photos in good lighting and make sure the damage is clearly visible.
  • Wrong vehicle selected: If you own multiple vehicles, double-check you have selected the correct one from the auto-populated list.
  • Delayed filing: File as soon as possible after the flood. Abu Dhabi Police may question reports filed weeks after the event.

Once your SAEED report is approved, download the PDF and forward it to your insurance company immediately.
